D.C. Speeding Is Out Of Control. Could This Law Fix It?

D.C. is on the verge of passing a new traffic law that's supposed to actually stop people from speeding in the city. It means your car could be booted even if your tickets are all paid, but proponents say that’s a necessary price to pay after a year with 52 traffic fatalities.
