Wayne Phelps - Retired USMC LtCol & Author of "On Killing Remotely”

Wayne Phelps is a retired Marine Corps Lieutenant Colonel. He spent his time in the service with a variety of deployments and assignments, but it was his last one that laid the groundwork for becoming an author. His last assignment was as the Commanding Officer of Marine Unmanned Aerial Vehicle Squadron Three (VMU-3) in Kaneohe Bay, Hawaii. While serving in this position he wanted to dig deeper and understand “What truly was the impact “On Killing Remotely”?

The actual interest in this topic comes originally from Dave Grossman’s book “On Killing”. He read this as a young lieutenant and it left an impact. Grossman’s book was written well before the implementation of drones. Wayne wanted to provide a version that would speak to this new era. He explores the “ethics of remote military engagement, the misconceptions about PTSD among RPA operators, and the specter of military weaponry controlled by robots”.
