As Hurricane Helene hits the Gulf Coast, Jeff and Ginny Rapkin are still rebuilding after Hurricane Ian ripped the roof off their home in 2022. Their insurance company valued the damage at only about $15,000 for repairs. Sharyn Alfonsi investigates what happened.
