Deep dives
Labour's Evolving Approach to China
Labour's approach to China has evolved from reactive criticism to a proactive stance. Embracing a 3C approach - compete, challenge, cooperate - Labour aims to conduct a UK-China audit in the first 100 days of governance. This strategy highlights a shift towards more structured and forward-thinking engagements with China, emphasizing the need for a coherent and comprehensive foreign policy.
Secureonomics and Progressive Realism
Labour's strategic focus includes 'secureonomics' and 'progressive realism'. Secureonomics emphasizes the importance of protecting energy security, resilience, and vital industries for long-term agendas. With a nod to industrial policy and fostering strategic industries, this approach contrasts traditional profit-driven trade policies. Meanwhile, progressive realism aims to combine realism with progressive values, urging detailed analysis of trade-offs in areas like renewable energy supply chain diversification and strategic decision-making.
Comparing Approaches: Labour vs. Conservative Strategy
Labour's 3C approach mirrors the Conservative government's protect, align, and engage strategy. Both parties strive to safeguard national interests, collaborate with allies, and engage with China, albeit with slightly nuanced terminology. The emphasis on strategic coherence challenges the often reactive nature of foreign policy decisions, advocating for a more calculated and forward-looking stance to navigate UK-China relations.
Building UK-China Relations and Addressing Trump's Influence
Labour's roadmap to strengthen UK-China ties involves bolstering internal capabilities, fostering strategic alliances, and articulating clear trade-offs in foreign policy decisions. Anticipating the uncertainty surrounding a potential Trump administration, Labour seeks to shape a diplomatic approach grounded in clarity and resilience. By prioritizing expertise, transparency, and alignment with allies, Labour aims to navigate the complex landscape of UK-China relations effectively and strategically.
In less than a month’s time, Britain may well have a new prime minister – and a different ruling party. Under 14 years of the Conservative party, the UK’s approach to China has swung from the sycophancy of the golden era to fear and loathing under Liz Truss, stabilising in the last couple of years to a compete but engage approach, all while public opinion on China has hardened following the Hong Kong protests and the pandemic.
What will a new government bring? Will the managerialism of Keir Starmer change UK-China relations much from the managerialism of Rishi Sunak? This is not a hypothetical question as Labour looks set to win the election and the question, now, is how big the Conservative losses will be.
I’m joined in this episode by someone who has spent years looking at this issue. Sam Hogg is a political analyst who has covered China as seen by Westminster for years, under the newsletter he founded, Beijing to Britain. He last came on the podcast to discuss Liz Truss’s views on China – a lot has changed then.
