Ethical Dilemmas: Parenting other people's children

Many people are child-free by choice .. and child-free wedding and party invitations are often the centre of heated debates online.

So, what do you do when you're out and about - maybe enjoying dinner at a restaurant or at a movie - and someone else's child starts acting up?

Do you say something? Is it considered "parenting" someone else's child if you step in?
