Municipalities recognize the need for increased investment in climate change mitigation and adaptation
According to a survey conducted by the European Investment Bank, almost half of the municipalities in Europe view climate change as a physical risk for their local areas. However, they express dissatisfaction with the level of investment in climate change mitigation and adaptation in the past three years. On a positive note, over 68% of municipalities plan to increase their investment in climate change mitigation, while 61% plan to boost investment in climate change adaptation. The main challenges they face are budget constraints and a shortage of experts with environmental and climate assessment skills.
Municipalities need to improve their efforts in setting targets and assessing infrastructure resilience
The survey reveals that only 36% of municipalities currently set and monitor targets for greenhouse gas emissions. Additionally, less than one-third of municipalities have dedicated staff working specifically on climate change investments and plans. It is concerning that 62% of municipalities rarely or never assess the resilience of their infrastructure to climate change. However, there are some positive strides in renewable energy adoption, with slightly over half of developed regions and municipalities taking steps to improve renewable energy generation, storage, and distribution.
