The Culture of Bureaucracy: Is the org chart a blocker to change in the public sector?

Why does it seem that government agencies fall into the Late Majority/ Laggards category of the innovation adoption curve? Are security, bureaucracy and the culture of “we’ve done it this way forever” the primary blockers to adopting changes to operational methodologies – especially when the new way of working will yield many short and long term benefits?
