In practice, i do think organizations need to be very thought about what goes do they want to solve. Is the primary objective making the data available? Or is the primary objective to make the data right? And it might not be in either or, like typically organizations have to do both. So i don't think one solution is better than the other. The sequence of when and how you do it really depends on where your organization if life cycle.
