Great music is like a great storyteller that's leading you somewhere and has kind of the highs and lows of a narrative arc. And so harmony alone, it won't fully get you there. You would need additional parameters to be able to say, okay, the next chord after this A minor seven, there's a 80% chance of it being a D minor seven as the next chord.
