The Problem With State-Owned Enterprises in China
ZTE, for example, is owned by a bewildering array of shell-and-holding companies. Many state-owned enterprises that actually joint partnerships between SOEs and foreign corporations. These firms have a total workforce of 70 million people, which makes direct regulation very difficult. Even 100% Chinese firms pose a challenge to this additional conception of SOEs as run by the state.
