In a hyper polarized environment, whenever something gets proposed by one party or a member of one party, the people in the other party tend to take a reflextive stand against it. It seems like the structure of a two party system makes it very, very difficult to imagine a world in which individual legislatures start thinking as individuals. The challenge is that we've got to think in terms of these intr party factions and think about the coalitions that could emerge before legislation is introduced.
