He felt that in that context it was important for morale that he stuck his head around the door when they were leaving, you know, marking somebody's leaving. He also encouraged meetings to take place in the garden, because that was more COVID-secure than doing it inside. That's absolutely at the core of what he tries to offer as an explanation for why he felt that he could justifiably say at various points in the House of Commons that he didn't think any rules or guidance were broken.
