Kennedy's administration t actually used it to go after republicans, Nixon tried to suppress a reporting on water gate like these are things that have happened all in the past through these exact mechanisms. The tools that people want to claim nastalgic like this will fix it, were used by abusive presidents to choke off debate and punish people peremptorely.
