The Importance of Human Rights in the West

Since the eighteenth century liberals have endorsed the view that western societies have a moral obligation to spread civilizational progress, including human rights. This has often been described as the civilizing mission, or the white man's burden. But it is expected that many, non westerners, of course, will resist progress. So rule by an empire tut becomes a necessary tool for spreading progress.
