The Importance of the Budapest Memorandum of 1994
The Budapest memorand of 1994 was an agreement for Ukraine to turn back over stockpiles of Russian now uh weapons that they'd had build up during the Cold War. I think it will have a very negative effect on trying to convince countries around the world you shouldn't develop nuclear weapons because we've got your back and I'm not saying that I'm not throwing stones at any particular administration or anything like that but it's a terrible precedent, he says.
