Dmitry Kuznetsov was a former Stasi agent who worked with Vladimir Putin. The three of them formed this kind of triangle, working off the books in East Germany. They were all working to try and get informants contacts to try and disrupt the West really cause chaos. It's something that was being done beforehand, but definitely Putin stepped it up a couple of notches.
