The idea was to build this gargantuan eight fingered claw and and a boat. And then, like one of those carnival games, you know, where you you have to grab the toy by remote control,. You would yank it off the bottom of the ocean, pull it back into boat. The c i a made it up because it just sounds queer. But they did it. They got the money, they got the approval from the president, but they still needed a cover story.
