I think that there are wider dynamics that are pushing Russia in different directions from the 1990s, and frankly will continue to do even more so arguably as this terrible war continues. My view is that actually the next political generation will be pragmatic kleptocrats but they will have an interest in the rule of law. And Russia is on the cusp of one of the biggest intergenerational transfers of wealth the world has ever seen. In other words, people who have already done their stealing now looking to legitimize it.
