Fast reactors were developed when the nuclear fuel supply was uncertain. The idea of recycling just kind of went away, Michael says. Different countries have different approaches to how to fund what's called the back end of the nuclear cycle. In the UK, for example, it's largely tax funded. Taxpayers there currently pay two thirds of the cost, more than $2 billion a year. But government says that number could triple in the coming decades.
