I think that nato expansion was a justifiable response to the geo politics of the 19 nineties. The central and eastern europeans who had courageously thrown off the yoke of soviet control, wanted to join nato. They were sovereign states. And nado responded positively to their request. So i do not think nato expansion per se was an unreasonable strategy. It happened in a way that maximized moscows frustration, aggravation and opposition. In the long run, it served western interests less well than alternative manners of expanding nato might have done.
