Argentina and Brazil both have quite closed economies. They don't trade that much with the rest of the world apart from exporting commodities. But there's an active trade in things like car parts, which are made in Brazil and go to Argentina. That sort of thing helps the domestic industries. And they see this as a way of helping their domestic producers integrate more.
