Last year, South Africans spent about twice as much time in the dark as they had in any preceding year. The knock-on effect of all these scheduled blackouts by Eskom is that GDP growth has been trimmed - perhaps by 1.3 percentage points. President Ramaphosa has proposed on the rail network, opening it up to allow private operators of locomotives to run their trains.
