What Is China's Communication Strategy to Africa?

Eric Liu: The Chinese have a couple of different ways that they communicate. He says too often, we focus as outsiders looking in on what I call above the line communications. But he says below the line media is where they're vastly more effective. Liu: Xinhua has basically gone to almost every major African newspaper and said, hey, listen, I know times are tough right now.
