Is There a Regime of Enforcement in Abortion Laws?

David Frum: There is a real issue here that i think people don't think through fully when we're talking about a lot of these abortion laws, which is around inforcibility. You can pass a law, you can put it on the books, and you can say, you cannot go out of state to get an abortion or to do exra yor how are you going to know? And this is the kind of thing that that, i think when you start to get into issues like some of the flaws in the drug war, or some of the flaw as in prohibition. The enforcement regime itself becomes sort of an independent source of problem, separate and apart from the underlying issue
