Africa Growth and Opportunity Act - A Goa?

I'm encouraged that the summit came off with deliverables, which is great, unusual and excellent. But I also think this outlines where the US needs to go when it's time to reauthorize the Africa Growth and Opportunity Act - a Goa. A Goa has been a disappointment because partly it's focused on almost entirely on goods. And goods trade is always going to be small between the U.S. and Africa. We are unlikely to change materially in terms of our share of any particular import. That is something that is a winning hand for Africa and the United States.
