Where Do Ideas Come From?

Popper, Deutsch and Maleto all refer to ideas repeatedly throughout their work. Their focus is rather more often on knowledge. But what about ideas? They cannot be the same as knowledge because not all ideas are useful. After all, it is those ideas that count as knowledge which transform the world.
