From the mid-8th century onwards it was nice to be an Assyrian farmer because compulsory army service had been abandoned in favor of a professional army. The typical Assyrian lived in the countryside and led the life of a farmer before they had to go on campaign, military campaign for three months every year. And we have documents or just reports to the king that says that such and such a Babylonian scholar is in chains in the library writing out everything he can from memory. So it's only the Babylonians as far as we know they got chained up.
