Researchers asked people if they thought the police should take action when someone left their belongings in the street. Only 37% of people said that the police should act, compared to 87% who think it's a good idea. The question was originally posed as an abstract one about liability for harm caused by driving or operating dangerous machinery. But researchers found there were differences based on how just two words related to smoking changed responses.
