Is That Abuse?

A man who has an irophone on top of his head says he can't see well without it. The police took the device off him and said, you can't wear that in here. He won the argument,. i believe, in court and said, yes, that's abluse. And then they got all the law stuff settled that. But that's a more concrete example of extended cognition than a phone. How do people police technology moving forwards?
