In their study, they measured people's levels of binding values and individualizing values. They then asked people how a change in the behavior of the victim or the perpetrator could have changed the outcome. Over all, binding values are associated with viewing victims as more responsible and blameworthy for their victimization. And there was a slight leniency on perpetrators as well.
