Every tean ager is dying to fit in. If you don't fit in, you're going to want to die as a teen ager. And so the notion that there should be norms and ideals for people to follow are actually the definition of a cultural structure. That really what they don't want absolute freedom. They want the freedom to choose a game and then abide by the rules of the game. tradition offers them a variety of time tested and sustainable games.
