i have some qualms with it is that people often work backwards from their political coalitions to their positions. That agreement and majorities and consensus don't strike me as independent a factor in american politics as we would like them to believe. So i do think we have to achieve reforms like that, i'm in order to get back to a place where people can build coalitions for effective governments. And even yo, periodically, imagine achieving super majorities for important initiatives.
