If you're making an independent movie, it doesn't get released anywhere commercially in china because none of these bodies will pass the film. For many years, until two thousand and 17, when they passed a new film law, there was the existence of this shadow industry on very low budgets. They were often going over seas to make films that would be seen by audiences in an underground manner. And then they would make some small amount of money by being sold to television stations, to distributors in france too, in japan, in hong kong and so on. That would create enough of an come of a revenue stream for them to survive and make the kinds of films they wanted
