Is He Still a Rational Actor?
It becomes much more clear that, a, it is not assured that he is still a rational actor. There are reports that he's incredibly isolated and doesn't have an inner circle of advisers any more. And people get weird in their old age,. particularly when they've been in a bubble for a very long time or a bunker for a very many years. He has made a decision to seem like he is not one.
