Is There a Solution to the Machine Learning Problem?

Human beings also face the machine learning problem of the general opacity of our own thinking and how we're arriving at particular decisions. A proposed solution is to develop another opaque and inferential system on top of it that will take as input the output of the other systems and try to provide justifications for them.
