Is the Lemon Juice a Good Choice?

Lemon juice doesn't have nearly as much flavor as the zest. Never use a garlic. Press thinly sliced cloves and put them in with the oil or whatever. If neither of those work, i would just use shallots. They're not identical to garlic, but you'll get some of that flavor.
