A significantly larger percentage of eth validator power than bit coin mining power, is going to fall into that category as highly addressable. I also think it extends beyond opa. stable coin issuers are going to have a much wider regulatory attack surface than simply opac there could be additional reasons why coin base or crack in are pressured to censor transactions.
