The 19 nineties were an unbelievably precious thaw in the cold war. There was this moment of genuine co operation between washington and moscow. It became clear that these two goals were intention over the question of nato expansion. The person who saw this most clearly at the time was the american secretary of defence, bill perry. He came close to resigning over what he called the premature start of natoe expansion.
