Norway as a Territory of Scotland

Orknee council at kirk wall has looked at proposals to become a territory of Norway. Orknee and shetland and the western isles even have their own law udol law which has not been fully codified. If those counselors votes to declare independence even unilaterally well we're into international law territory there. The argument to be made that scottland could do what oppressed countries in other parts of the world do but they'll be forming happy self-governing territories with whom they may end up in union.
