What Would a Safe Harbor Look Like?
There's a lot of ways you can go with it. I mean, at a really high level, safe harbors give businesses protections in certain situations. And by not encouraging businesses to report certain cyber incidents, ultimately, we lose valuable insights into what the current kind of cyber threat landscape is. But if there needs to be some measure and balance here that really does encourage businesses, we're doing things for the most part correctly and still get breached, we would like to encourage them to still report that.
