The Permanent Shadowed Creators of the Moon

There are over three hundred non permanently shadowed regions on the moon as a whole. The biggest are down in the South Aiken Basin region, which is massive crater filled with craters. If you have water ice that is accumulating by basically falling out of the exosphere, it's going to be near the surface.
