The Great Reforms of the Second Duma
Stalepin and his government now had an elected duma they could work with, thanks to the unilateral rewriting of the election laws he did in the summer of 19 o seven. The large caucuses of cadets and trudovics and socialists who had made the first two dumas so forthrightly combative lost nearly all their seats. They were called the octoberists because their whole ideological pla form rested on the idea that the october manifesto of 19 o five represented the thing that the empire needed.
