The End Game - Dr. Hamlock and Dr. Pershing

Dr. Hamlock is conducting cloning experiments based on technology developed by the Kaminoins. I think his proximity to Grogu gives him a leg up and probably gave him a little bit more access to what's really going on than anyone else. There was a lot of cloning activity going on at some point during the Imperial rain. But I don't know if anyone actually realized it was all to give Palpatine some sort of story.
