The Problem With Reductive Explanation

When we think about free agency, I think when we start from just the intuitive position that we do have this kind of ability. We're talking about self-to-recognize, the ability of an agent to settle what's going to happen in a way that depends on that. That doesn't depend on circumstance or antecedent conditions. The question now for my problem is like, can we get a perfectly good explanation of free will in terms of dispositions? Or is it a harder problem? Is it more like explaining consciousness in terms of brand states? Maybe not impossible, but a lot harder of a problem.
