Are the Five Best Labs Just Human Talent?

There are just a certain number of people who are going to be like really good scientists. And, you know, it's some magical combination of intelligence and industrialistness. The way we've set things up also plays into the idea that there is no such thing as an "inexperienced" person in any field.
