With iOS 16.2, Apple released an architecture update for the Home app that was intended to improve a lot of home kit reliability stuff. This has now been pulled from 16.2 and you can no longer do the upgrade. It is expected this may have been because of some reports of people having issues with their home kit scenes or devices no longer working.
