It is typical not to lay out a legal theory. I was a little bit surprised about that myself just given the indictment in the Trump Organization Weisselberg case, which really was a speaking indictment. A lot of times in the DA's office you have pretty bare bones indictments,. In a case with a long investigation where there is a non-arrest indictment like this that is unsealed, usually it's more detailed. There were details in that factual statement, but I think that aspect was a little frustrating.
