How to Track a Robo Caller

A computer is making a phone call using the internet, using an IP address. The bad guy can basically say, Hey, whatever phone call you're calling, pick a phone number that is in that same town. And it'll make up a phoneNumber that seems like it's from your town. It doesn't even have to be a real phone number. So what this means though, is it makes it nearly impossible to track the robo caller because it's completely worthless information.
