Small states are grossly over represented by this one institution, he says. The current way things are divided, any democratic majority in the senate is surely going to be the majority of the us. Any republican, you know, unless the republicans have a real super majority of the senate, they're probably going to have a minority of the country and so this is a proposal that makes it easier for the democrats to pass their proposals.
