The Role of Restraint in the U.S.-China Relationship

Richard Haas worked as policy director for the State Department when George W Bush was plotting and executing the Iraq war. He's been the president of the Council on Foreign Relations since he left the W Bush administration in the summer of 2003 - 20 years ago. And so here's his testimony to Congress at the end of the W Bush years in 2008: We alone cannot bring about a successful U.S.-Chinese relationship. What the Chinese do and say will count just as much. They will need to begin with to exercise restraint and patience on Taiwan.
